A mysterious serial killer is hunting and violently killing sex offenders in the Philadelphia area - and detective Joshua Frank, single father and husband of a wife that was raped and murdered, is faced with the dilemma of having to capture a killer that is doing what he (Detective Frank) has secretly desired to do for the past three years.
